PUBLIC COMMENT ON NON-AGENDA ITEMS:

This is an opportunity for the Public to offer comments related to issues that are not currently on the agenda that council has jurisdiction over, limited to 3 minutes.

NEW BUSINESS:

 

Each new agenda item will be introduced by the Mayor (or assigned liaison) with a description of the item and explanation for recommended action. Following council discussion on each item will be an opportunity for public comment (prior to any action taken). Public comment is limited to agenda item being discussed (limit to 3 minutes

 

  1. Bob Henline Kootenai Country Montana street closure request.
  • Mineral Ave. from the north end of Fourth Street to the turn-around, allowing a transit lane for access to the Amtrak station.
  • Second Street from California Avenue to Montana Avenue.
  • Beginning at 8 a.m. Thursday, Sept.20, 2018; ending at 10 p.m. Sunday, Sept.23, 2018.
  1. Libby Tree Board- Board Introduction and Power Point presentation.

 

  1. ORDINANCE 1912-AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LIBBY MONTANA,AMENDING A PORTION OF CHAPTER 7.040.020 OF THE LIBBY MUNICIPAL CODE ENTITLED “DEFININTIONS” AND AMENDING THE DEFINITION OF “”VICIOUS DOG”- SECOND READING.

 

  1. Approve renewal business license received to date.

 

  1. Approve new business licenses received to date.

 

  • Rift Raft Rentals-420 Mineral Ave. Libby-Kayak, Raft, and Tube rentals.
  • Kootenai Property Maintenance-501 Upper Flower Creek Rd. Libby-Lawn care, General labor and snowplowing.
  • Learning Tree Montessori-206 W. Poplar Libby.
  • Realistic Handyman Services-61 Talsma Rd. Libby-Handyman, repair and maintenance of various materials.

 

  1. Approve claims and payroll for January 2018.

 

Unfinished Business:

 

  • Approve the water and sewer committee’s recommendation regarding the $9.40 credit.

 

  • Discuss the lights, streets and sidewalk committee’s recommendation regarding the school speed zone, move forward to a resolution.

Manner of Addressing Council:

 

  1. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person’s name and address in an audible tone of voice for the record, unless further time is granted by the Council, shall limit the address to the Council to three minutes.
  2. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff.
  3. No person, other that the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer.
  4. No questions shall be asked of individuals except through the Presiding Officer.
  5. Any person making personal, impertinent or slanderous remarks or who shall become boisterous or disruptive during the council meeting shall be forthwith barred from further presentation to the council by the presiding officer, unless permission to continue by granted by majority vote of the council.
