Each new agenda item will be introduced by the Mayor (or assigned liaison) with a description of the item and explanation for recommended action. Following council discussion on each item will be an opportunity for public comment (prior to any action taken). Public comment is limited to agenda item being discussed (limit to 3 minutes

 

  1. Paint it Pink Fun Run and Half Marathon street closure request for September 30, 2017 from 8:00am to 11:00am for the following intersections. California Ave and E 6th, California Ave. and E 5th, California Ave and E 4th, California Ave and E 3rd.
  2. Bob Henline-Kootenai Country Montana-Variance for the open container city ordinance on September 15 at 12 pm until September 17 at 3 pm for the area of Mineral Ave from Third Street to the turnaround near BNSF property at the bottom of Mineral Ave for the Kootenai County Montana Chainsaw Carving Championship.
  3. Leigh Riggleman-Lincoln County Election Administrator-A resolution of intention to cancel the November 7, 2017 General Election of Certain Municipal Officers.
  4. Resolution 1904-A RESOLUTION OF INTENTION TO CANCEL THE NOVEMBER 7, 2017 GENERAL ELECTION OF CERTAIN MUNICIPAL OFFICERS.
  5. Council vote to hand count ballots for the November 7, 2017city election for the City of Libby council person’s election, rather than machine count the ballots.
  6. RESOLUTION 1905-A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIBBY, MONTANA, PROVIDING FOR THE AMENDMENT OF THE BUDGET FOR THE FISCAL YEAR 2016-17.
  7. RESOLUTION 1906-RESOLUTION BY THE CITY COUNCIL OF THE CITY OF LIBBY FIXING THE ANNUAL APPROPIATIONS FOR THE CITY OF LIBBY,MONTANA FOR THE 2017-2018 BUDGET.
  8. RESOLUTION 1907-A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF LIBBY, MONTANA SETTING THE SALARIES AND WAGES OF ELECTED OFFICERS, APPOINTED OFFICERS, AND CITY EMPLOYEES.
  9. RESOLUTION 1908-A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIBBY MAKING TAX LEVY FOR THE YEAR 2017 UPON ALL REAL PROPERTY IN THE CITY OF LIBBY FOR GENERAL AND SPECIAL PURPOSES.
  10. ORDIANCE 1901-AN ORDINANCE PERMITTING MEDICAL MARIJUANA DISPENSARIES AUTHORIZED UNDER THE MONTANA MEDICAL MARIJUANA ACT AS SET FORTH IN MCA 50-46-301,ET SEQ., IN CERTAIN ZONING DISTRICTS AND THOUGH A CONDITIONAL USE PERMIT. First Reading.
  11. Approve new business license received to date.

Manner of Addressing Council:

 

  1. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person’s name and address in an audible tone of voice for the record, unless further time is granted by the Council, shall limit the address to the Council to three minutes.

 

  1. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff.

 

  1. No person, other that the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer.

 

  1. No questions shall be asked of individuals except through the Presiding Officer.

 

  1. Any person making personal, impertinent or slanderous remarks or who shall become boisterous or disruptive during the council meeting shall be forthwith barred from further presentation to the council by the presiding officer, unless permission to continue by granted by majority vote of the council.
