PUBLIC COMMENT ON NON-AGENDA ITEMS: This is an opportunity for the Public to offer comments related to issues that are not currently on the agenda that the council has jurisdiction over, limited to 3 minutes.
NEW BUSINESS: Each new agenda item will be introduced by the Mayor (or assigned liaison) with a description of the item and explanation for the recommended action. Following council discussion on each item will be an opportunity for public comment (prior to any action taken). Public comment is limited to agenda item being discussed (limit to 3 minutes)
1. Approve to waive the Ponderosa Room fee for the Kootenai Pets for Life annual rummage sale.
2. Approve street closure and noise ordinance variance request for “Ignite the Nites” car show 2019.
• Close Mineral Ave from 8th Street to 1st street (including the cul de sac). As well as Lincoln Blvd from Mineral Ave to Dakota Ave. and Louisiana Ave. from Lincoln Blvd to 2nd Street and East 2nd Street, westbound to Mineral Ave on Friday, August 16th from 6pm to 9pm.
• Close Mineral from 8th Street to 1st Street (including the cul da sac), on Saturday, August 17th from 6am to 4 pm for the 2019 “Ignite the Nite car show.
• Request a permit for relief under Chapter 9.60.040(B)as some of the vehicles invited to cruise on Friday, August 16th from 6pm to 9pm may be deemed to be in violation of Libby Municipal code, Chapter 9.60 Noise.
3. Approve to search out an Environmental Law Firm to assist in the IP negotiations.
4. Approve all new business licenses received to date.
• Roberta Jackson-104 W. Larch St Libby-Home Care and Eldercare.
• CHS Mountain West Cooperative-34241 U.S. HWY 2 Libby- Propane Delivery, Propane Tank sales, and service.
5. Approve of claims and payroll for February 2019.

The manner of Addressing Council:
a. Each person, not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person’s name and address in an audible tone of voice for the record, unless further time is granted by the Council, shall limit the address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff.
c. No person, other than the Council and the person having the floor, shall be permitted to enter any discussion either directly or through a member of the Council, without the permission of the Presiding Officer.
d. No questions shall be asked of individuals except through the Presiding Officer.
e. Any person making personal, impertinent or slanderous remarks or who shall become boisterous or disruptive during the council meeting shall be forthwith barred from further presentation to the council by the presiding officer unless permission to continue by granted by majority vote of the council.
