APPROVED MINUTES
The City Council held meeting # 1547 on Monday, July 6, 2020, in the Council Chambers at City Hall.
Call to Order:
The meeting was called to order at 7:00 pm by Mayor Brent Teske.
Present were Mrs. Smith, Mrs. Williams, Mr. Beach (via Zoom), Mr. Dufficy, Mr. Zimmerman (via Zoom), Mr. Taylor, City Clerk/Treasurer Virginia Reeves.
Meeting minutes were reviewed for meeting #1545.
Mr. Beach MADE A MOTION to approve the minutes from Meeting 1545, held on June 1, 2020.

Meeting minutes were reviewed for the public hearing that took place on June 15, 2020.
Mr. Dufficy MADE A MOTION to approve the minutes from the Public Hearing , held on June 15, 2020.

Committee Reports:
City Administrator’s Report: Mayor Teske reviewed the Administrator’s report. The lights at Riverfront park are nearing completion. The paving projects around town have started. Mr. Zimmerman reported that the grass behind the tree fences in two parks. Mayor Teske will forward this comment along to Mr. Hammons.
Fire: Mr. Zimmerman reported on the months of April, May, and June 2020. In April, there were nine calls, all of which were in the rural fire districts. In May, there were seven calls, two in the city and five in the rural fire district. In June, there were thirteen calls, four in the city and nine in the rural fire district.
Police: Police Chief Kessel reported 288 calls for service, 14 arrests, and 40 citations in the month of June. Chief Kessel reported on a barricaded subject requiring the assistance of the Sheriff’s office, a peaceful protest, a vehicle seizure, and a solved burglary.

Resolution/Ordinances: Mrs. Williams reported that the Ordinance Committee continues to work on updating the cemetery ordinance.
Lights/Streets/Sidewalks: None.
Building: None.
Water/Sewer: None.
Cemetery/Parks: None.
Finance: The budget committee has been meeting to get the preliminary budget ready for approval in mid-August. There will be a budget Committee meeting on July 16th at 12:00 pm.
KRDC: None
City-County Board of Health: Laura Crismore reviewed a written report submitted to council, see attached. Mr. Zimmerman asked where in the county the newest positive COVID cases originated. Ms. Crismore stated that one case was in Eureka and the other was a person from out of town who traveled to Libby. Ms. Smith asked a question about the handout, Ms. Crismore clarified that the statement of “symptomatic” means that these individuals were presenting with flu-like symptoms (not COVID-19 positive).
Park District Manager: None.
Public Comment on Non- Agenda Items:
Angel Ford, 1503 Dakota Ave, addressed the Council. She explained that the food from the Farmers to Families Program will be distributed from the Libby Assembly of God church on Collins Ave.
New Business:
Approve 2-hour parking on the east side of the 800 block of Mineral Ave.

Approve Ordinance 1961, amending Chapter 17.04 of the Libby Municipal Code entitled “Definitions” to include additional definitions (First Reading).

Approve Ordinance 1962, creating a new Chapter 17.25 of the Libby Municipal Code entitled, “Highway Commercial District” (First reading).

Approve Ordinance 1964, amending Chapter 17.33 of the Libby Municipal Code entitled, “Non-Conforming Uses of Land and Buildings” to add a period of time associated with non-conforming uses of land and buildings (First Reading).

The City received the promised payment from IP but have not received any additional updates.
General Comments from Council:
Mrs. Williams announced that the Council laptops have arrived. Mrs. Williams asked for assistance from Mr. Beach and Mrs. Smith to get these set up for use by Council members.
