7/9/19 Streets Meeting – CITY HALL

1. Cheryl Probert of the USFS – presented a proposal for and easement for the access on Flower Creek road to the Upper reservoir and cross-country ski area.
This easement would allow access and allow the city to do maintenance without requiring it to be done by the city.
Mr. Zimmerman made the motion to move the easement to Council at the next meeting, Mrs. Smith seconded. 3 yes vote (Beach, Smith, Zimmerman) – Mr. Beach will submit easement to Legal for review and present to the council.

2. Continued Tax Increment Financing (TIF)
Mrs. Gail Burger asked questions on how this would impact a district.
Mr. Beach stated that when a TIF is designated for a district certain items will be identified as options for that district and that monies could be allotted accordingly. As items improve within the district the fund replenishes itself for that district.
Mr. Beach gave examples of successful TIF programs administered in Montana.
Mr. Zimmerman made the motion that we authorize funding $4250 from the community Development fund and take it to council next meeting, Mrs. Smith seconded. (3 yes 0 no , Beach, Zimmerman, Smith)

3. Sidewalk replacement discussion – Mr. Beach present the current program where the City of Libby assists in removal of old sidewalk, provide bedding and $6 per lineal foot for concrete replacement. Handouts included 4 years of budgets for this fund.
Mrs. Burger mentioned the condition of some sidewalks downtown.
Discussion was had about advertising the program as well as revamp the dollar amount for the per lineal foot of concrete.
After discussion the motion was made by Mr. Zimmerman to increase the per lineal for sidewalks under 6’ width to $10 and the sidewalk width of 6’ and more to $15 per lineal foot due to the additional cost of concrete in the wider sidewalks, and to look at keeping the funding at the current level of $40,000 and work on a first come basis, this would be contingent upon review from the budget committee and council approval. 4. Discussed possible creation of a parking area in the grassy area (triangle) near the Tennis court facility. General brainstorming about parking creation to alleviate congestion during meets at the tennis courts – Mr. Beach stated he will gather some information from the city engineer and bring it back to the committee later.
